Release of the New Energy Automobile Industry Development Plan

Xinhua News Agency, Beijing, November 2 ‒ The General Office of the State Council recently issued the New Energy Automobile Industry Development Plan (2021-2035) (the “Plan”).

The Plan points out that it is necessary to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the new development concept, take deepening the supply-side structural reform as the main line, adhere to the development direction of electrification, interconnection, and intelligent technology, focus on integration and innovation, break through key core technologies, optimize the industrial development environment, promote the high-quality and sustainable development of China’s new energy automobile industry, and accelerate the building of a powerful automobile nation.

The Plan proposes that by 2025, the average power consumption of new battery electric vehicles (BEV) will be reduced to 12.0 kWh/100 km, the sales of new vehicles of new energy will reach about 20% of the total sales of new vehicles, and highly autonomous vehicles will be commercialized in defined areas and specific scenes. By 2035, BEV will become the mainstream of newly sold vehicles, all public vehicles will be fully electrified, fuel cell vehicles will be commercialized, and highly autonomous vehicles will be applied on a large scale, effectively promoting the level of energy conservation and emission reduction and social operation efficiency.

The Plan has deployed five strategic tasks. First, to improve the technological innovation capability. Adhere to equal emphasis on vehicle and parts, strengthen the innovation of vehicle integration technology, improve the industrial basic capabilities of key components such as power batteries and new-generation vehicle motors, and promote the integration and coordinated development of electrification, interconnection and intelligent technologies. Second, to build a new industrial ecology. With ecologically leading enterprises as the leader, accelerate the development and application of vehicle operating systems, build an efficient recycling system for power batteries, strengthen the quality and safety guarantee, and promote the formation of a new industrial ecology featuring mutual integration, division of labor and cooperation, and benefit sharing. Third, to promote the development of industrial integration. Promote the comprehensive and in-depth integration of new energy vehicles with energy, transportation, and information and communication, promote the optimization of energy consumption structure, the improvement of transportation system and the level of urban intelligence, and build a new pattern of coordinated industrial development. Fourth, to improve the infrastructure system. Accelerate the construction of battery charging and swapping, hydrogen refueling and other infrastructure, improve interconnection level, encourage business model innovation, and create a good environment for use. Fifth, to deepen open cooperation. Practice the cooperation concept of openness and accommodation, mutual benefit and win-win, deepen exchanges and cooperation in R&D and design, trade and investment, technical standards and other fields, actively participate in international competition, and continuously improve international competitiveness.

The Plan requires that the role of the market mechanism should be fully utilized to promote the survival of the fittest, support the merger and reorganization of superior enterprises, make them bigger and stronger, and further improve the industrial concentration. Implement preferential tax policies related to new energy vehicles, optimize classified traffic management and financial services, provide financial support for the construction of charging piles as public facilities, and give preferential policies such as parking and charging for new energy vehicles. From 2021 onwards, the proportion of new energy vehicles in public areas of national ecological civilization pilot zone and key areas of air pollution prevention and control will not be less than 80% of new or updated buses, taxis, logistics distribution and other vehicles.

The Plan emphasizes that it is necessary to give full play to the role of the inter-ministerial joint conference system and local coordination mechanism for the development of energy-saving and new energy automobile industry, strengthen departmental coordination and interaction between the upper and lower levels, formulate annual work plans and division of tasks among departments, and pay close attention to the implementation of the plans.
